John Elliott

President, DCS Board of Directors 

After a successful career in the healthcare and biotechnology sectors, John retired in 2018 and relocated to the Trilogy community in Brentwood, California.

John joined the DCS Board of Directors in early 2022 and was elected Board President in June 2022. Under his leadership, DCS has strengthened its commitment to providing vital assistance to local families, including financial support, academic supplies, and food resources for those in need.

Jim Hamilton

Vice-President, DCS Board of Directors

Jim is a business consultant who retired from a 45-year career in technology sales and education that included executive positions in his 25 years at Cisco Systems. He also has published 4 books focused on helping people improve the way they connect, communicate and care for one another. 

Jim joined the Board of Directors in 2023, and leads the communications and promotions efforts of DCS to connect the community with those residents in need.

Melaine Carlascio-Budd

Secretary, DCS Board of Directors

After a distinguished career in Human Resources in the biotechnology sector, Melaine retired in 2016 and pivoted her leadership skills toward the nonprofit world, serving as a board member for the Assistance League of San Mateo County.

Now a resident of the Trilogy community in Brentwood, Melaine finds great fulfillment in supporting DCS’s effort in providing essential resources like food assistance and educational support to families in need.

Craig Burger

Treasurer, DCS Board of Directors

After retiring to Brentwood in 2014 following a 36-year career at Dun & Bradstreet, Craig has spent the past five years helping expand DCS’s reach and service offerings, including financial aid, educational supplies, food, and emergency support. He believes communities thrive when neighbors help one another.

Barbara Olsen

Member, DCS Board of Directors

Barbara has served on the board of Delta Community Services since 2016, focusing on Education Outreach.  She was a middle school teacher and mentor for most of her career.  Her guiding passion is to ensure that every student has the opportunity, support, and encouragement needed to thrive.

After moving to Trilogy, she founded Project Backpack, an initiative dedicated to helping under-resourced secondary school students with the tools needed to succeed, including stocked backpacks and Chromebooks.

Katrina Carson

Member, DCS Board of Directors

Katrina serves as the Volunteer Coordinator for DCS.  A retired elementary school teacher with more than 35 years of experience in education, Katrina has a lifelong commitment to supporting children and families in her community.

She joined the DCS Board of Directors in 2026.  After moving to Brentwood in 2019, she became actively involved in several DCS initiatives, including the Chromebook Backpack Project, Thanksgiving and Christmas food box donations, and other community outreach programs.

Leslie Young

Member, DCS Board of Directors

Following careers in the Public Relations/Special Events field and education as a Kindergarten Inclusion Specialist, Leslie has volunteered in Contra Costa County on the Senior Mobility Action Council and Red Cross for 12 years.

After retiring in 2018, Leslie relocated to Brentwood. Having volunteered on DCS Holiday Giving Projects, she became a Board Member in 2026 and serves as the Public Relations Leader for DCS.
